The Arc of East Central Iowa BASICS, Before & After School Inclusive Services, hereafter referred to as BASICS is a DHS licensed daycare program. It is a before and after school care/enrichment program for elementary school students with cognitive disabilities and their non-disabled peers. The primary purpose of BASICS is to provide a safe, structured environment for individuals with cognitive disabilities and their non-disabled peers. Parents and guardians will be afforded unlimited access to their children during normal hours of operations unless parental contact is prohibited by court order.
Admission Policy
Participants can attend BASICS provided they are elementary school students. Rules and acceptance into the BASICS program are the same for everyone, without regard to sex, race, disability, religion, or ethnic background. All participants must be free of communicable diseases and have been immunized against polio, diphtheria, tetanus, whooping cough, measles, and rubella as required by the State Department of Health with exclusions allowed for medical and religious reasons. Parents/guardians must accurately and thoroughly complete the application form. Parents/guardians must pay their portion of the program fee as outlined on the financial agreement form. Participation will be suspended for non-payment until balance is received at The Arc office. Past due accounts will be turned over to a collection agent.
Health Policy
In order for The Arc to protect and insure the health of all program participants, the following guidelines have been established:
- Any participant who has a contagious or communicable disease will be excluded from the program for the duration of the disease. The Arc will visibly post notice of exposure to communicable disease clarifying the symptoms and period of communicability. Notes will be sent home with those participants directly exposed.
- Any participant who has an axillary temperature of more than one hundred degrees (100 F) will need to be picked up by a parent, guardian, or individual designated on the “Pick Up Permission Form” and remain excluded from the program until the axillary temperature is 99 degrees (99 F) or less for 12-24 hours.
- Any participant who requires significant medical expertise or medical intervention will be assessed on an individual case basis. If it is determined that the special equipment and/or medical needs of the individual exceed The Arc’s ability to safely accommodate those needs, the participant may be excluded from the program.
- All participants must have a copy of the most recent physical on file and a current, dated immunization card with physician and parent/guardian signature. All participants must have signed consent of the parent/guardian for emergency medical/dental surgical care, and written authorization for medication administration when applicable. All participants must have a statement of health status with parent/guardian signature.
Dismissal Policy
Reasons for dismissal from BASICS include, but are not limited to, medical condition that is unable to be accommodated at the BASICS site, harmful to self and/or others, repeated minor infraction(s) of the rules and regulations, and any other condition determined by the BASCIS Director, Program Coordinator, and/or Executive Director as a legitimate concern to the safety and positive experience of the program. The length of dismissal will be determined on an individual case basis according to the severity of the incident. The dismissal procedure is as follows:
1. Note of concern to parent/guardian: Initial concern raised by BASICS staff and communicated to The Arc Program Coordinator and Executive Director. A note of this concern will be sent to the participant’s parent/guardian within 24 hours of the initial concern.
2. Initial Meeting: A meeting will be scheduled with the Site Director or designee, Program Coordinator and/or Executive Director within five days from the date of the note of concern. This may be in person or via a phone conversation. The purpose of this meeting will be to discuss concerns and cooperatively identify management strategies which might correct the situation.
3. Follow-Up Meeting: A follow-up meeting may be scheduled 3-5 days after the initial meeting. This meeting will be to assess the effectiveness of the previously identified management techniques with two possible outcomes:
a. Participant continues in the program with a plan developed to deal with the identified behavior
b. Participant is recommended for dismissal from the program
4. Dismissal: If a participant is dismissed from the program, a written report of this procedure will be kept on file at The Arc office and signed by BASICS staff person, the Program Coordinator or Executive Director and the Parent/Guardian.
